New Build, very cold as windows not well sealed, advice, please?

Hello all,

If anyone would have any advice? We are considering hiring a snagging firm for our new home as we have encountered so many issues, and are actually a little concerned also that we might enter into some form of disagreement.

The main issue is, that the flat, struggles to keep the heat in. It features sliding doors to a Juliet balcony on two of them. They are very badly sealed, and let out a lot of heat, and also let in a terrible amount of road noise. My question is, can a snagging company test this, and if they do, will our developer be under any obligation to do anything about it? We worry that our new home will be borderline uninhabitable because of the cost of energy.
I've heard of air permeability testing, is this something snaggers can do, and how bad does this need to be to fail in real terms? (I've downloaded the building code docs and can't make much of it)
I don't think the developer is registered with the NHBC or the consumer code/quality code, though we have a warranty with AHCI.

Any advice would be greatly appreciated!
 
you need a thermogrpher . snaggers can undertake this , but it sounds to me though you need a specialist
