Gas installation illegal?!!!

The freeholder to my flat has repeatedly failed to supply a gas installation certificate and some of the work done appears to be substandard: We recently called in our boiler company to fix a problem we were having with the gas pressure. This was resolved, but the engineer pointed out that the width of the pipes was being inadequate for the supply we needed (15mm rather than 22mm) and he said thatcontravened British Safety Standards.

I am now concerned about the safety and legality of the entire gas installation. It has never been registered with CORGI.

Who is responsible for fixing the problems? I am the leaseholder, but the flat is less than two years’ old. Can you force the developer to put right any issues with the gas or am I, as the leaseholder, now legally responsible?

'Any installation, maintenance, or repair of gas systems or any work in relation to gas fittings in them carried out by any outside CORGI registered contractors or by employees who do not normally work in the premises is for HSE to deal with (Schedule 2, paragraph 4 (b), EA 1998) (see para 14).'
I feel it may well be worth your while having a chat with your local Health and Safety Executive Office who enforce CORGI regulations and will be able to advise you who is legally responsible. It is not you as leaseholder but will lie with the people who commissioned or executed the work.
