If you have asked the neighbours politely to keep the driveway clear as you need access and they are still parking on it, you need to look at your documents. On your transfer documents it should show 1: who owns the drive, 2: whether there is an easement covering the drive 3: any covenants relating the to driveway. It may be worth checking your insurance to see if they will cover the cost of any legal action (check your policy and contact them) otherwise you will need to get a solicitor of your own to write letters to the neighbours asking them to conform to the transfer document and not park on the driveway. I had a similar problem and this has resolved it (apart from one neighbour but he now parks mainly on his front garden and doesn't block it).
Advice to anyone buying a new home....do not buy one with a shared drive!!
