New houses built - the communal bin area has not!
On the plans submitted to the council in 2006 and approved for a
development of 8 new houses the plans show a communal bin storage area by one of the end terrace houses. However there has never been a bin storage area built and the area where it should have been built is fenced and used for parking cars of the end terrace property.
The houses were completed in 2008 although snagging work is still being done as several houses bathroom extractor fans vent directly to the loft space and have no dedicated external vent grilles.
There is no sign of any application for amendment of the planning
application requirements on the planning portal.
A bin storage area would be better for at least 5 of the terraces as
rubbish must be carted up hill and for up to twice as far than downhill
to the planned storage area.
Plus when we get older or for us who are infirm now carrying or pushing
wheelie bins/rubbish further up a slope will be hard work if not
impossible.
This is a private housing freehold - a mixture of permanent, holiday
lets and second homes all of which are 3 bedrooms and can sleep up to 6
or 7 people in each property.
There seems to be nothing in the deeds abut the communal bin storage
area but may be owned by the developer as he also owns a un-adopted road
by another development plus a small communal area there.
The end terrace house and the area where the plans show the bin store
area (partially to the front and side of the house) was not completed
when we moved in.
Our front gardens are very small 4.5 metres x 4 metres approximately and
only accessed off a footpath. The rear garden has no access. If several
larger wheelie type bins are required per cottage in the future - for
example a wheeled bin for general waste, food slop bin, a wheeled bin
for garden waste the tin/plastic container and more perhaps, five of the
terraces would have to have them in small front gardens and not the
communal area on the original plans.
A further development built by another contactor since my terrace was
built and off the same footpath has a communal bin storage area for a row of 6 smaller terrace houses.

Please advise if you can.
If you were me - is a bin storage area a asset or a liability?
