I guess given how many properties are on the market, you might find it easier to pick something with no obvious issues! You would need to see if it is covered by the NHBC 2 year snagging but then you have to decide whether you feel happy that they would snag for you, given their low standards and the hassle you might have trying to establish what is reasonable or not.
You really need to weigh up whether it is at such a good price, that it might be worth paying for someone to go round it with a fine tooth comb and have all the faults listed for you, and the cost of that, and also if there are other flats on the development not finished, landscaping not done, as to whether the chances are of getting this finished as doubt NHBC will do that sort of thing. so you might be living in a building site for ages.
My feeling would be that unless it is a total and utter bargain leave alone.
