My mother ha recently puchased a new Persimmon apartment but they failed to advise her of the SAP rating - which must be on show!! The have installed electric panel heaters that they claimed were energy efficient but this is not the case. The heater system in not sifficient, it cannot be programmed to come on and go off as required and its costing a fortune. This cannot be right. Its a two bedroom groudn floor apartment and its costing more to heat than my 3 bedroom terrace house. I would love to hear from anyone else if they are experiencing the same problems.

firstly, you need to asceratin from builders what date planning approval was obtained. the relevant SAP rating is what was in force when planning was approved and not when work started or building completed.
If i am not mistaken, the new regulation which is quite strict, known as part L came into force April last year
