Default Manholes!

We noticed 4 round manhole covers in the front garden and a square cover on the edge of our new drive.

Is this excessive?

Can they me moved?

They were probably on the plans you signed and it may prove difficult to get them moved, but there is no harm in asking.

Manholes mean expense for the builder, so they would usually try to minimise their use in any case.
Still, as Tony said, there is no harm in asking.
